Abstract

In the context of concern for the issue of comprehensive development, and based on the fact that development is based on its
starting points on mobilizing the human energies present in society. Given that both training and development are closely related
to the development of human forces with the aim of achieving human development and thus society in all social, economic and
cultural fields, as it depends on two elements, one of which is human and the other material, and with the integration of the two
elements together, development is achieved.
